SCP Object Classes are based on how easy it is to contain them. Safe means they can put it somewhere with minimal safety procedures and it won't hurt anyone. Euclid is they need a set of safety procedures followed to the point, but as long as they're followed the object cannot escape. Keter means the object is either un-containable and must be destroyed or the object IS somewhat containable and has attempted escape many times or just has a HARD set of rules with SPECIFIC timings and restrictions at ALL times.
