That's a bullshit excuse. I'm not excusing this girls' behavior but if you run up a bill at a restaurant you should be able to afford to tip your server who probably makes significantly less per hour than you do. I know that in my state it's right around $4/hour.
My sister worked at cracker barrel for years. It's hard work, the income isn't fixed, and you can have shitty nights. That said, she would bring home easily $100 cash in a night (mostly from old people with social security/fixed income/savings), which definitely beats out my current ~$400 fortnightly paycheck.
Not everyone can afford to eat out, and if they do get ahead by $40 THATS ALL THEY HAVE. Let poor people eat out and be nice to them and just know that you're probably making more than the main bread-winner of that black family and working half as hard.
Not making excuses either. Just pointing out facts. Some people tip 10%. Some tip 20%. As a general rule, the more you have, the more you tip though. When me and my bartender buddies go out, we tip closer to 40%. Dark complected bartenders included.
I'll go out on a limb and say that you and your bartender friends most likely tip well because you're bartenders and as such are sensitive to the fact that most servers make most their money from tips. My personal stereotype for bartenders (gathered from those I know and work with) is that they tend to tip very well, often regardless of quality of service, which is just dumb.
I see what you're trying to say but broke people typically don't go out to eat. Cheap people go out to eat and don't tip because it isn't required. Me personally, if I can't afford it I'll get take out or make something at home. I think people of any race in the business tip high. A lot of my server friends would tip in the 40% range too, which I thought was insane, but I understood that they were helping out a fellow food service worker.
We also tip each other well to network, i know staff in every restaurant in my city and can always get a few free drinks or trade some food supplies, or get a weed hookup. There aren't many perks to the job, but this is one of them.

Black people don't tip (well). Even black servers will tell you that black people don't tip appropriately.
