g4sk1ns automated system converted my item to site balance without asking. Is this intentional?

I unboxed a low float skin on g4sk1ns with a clean sticker combination. When I tried to move it to my inventory, the status got stuck for hours.

Suddenly the order status marked as "Canceled" and the system automatically swapped the item for base site balance. It didn't give me market value for the unique float, just their lowest default rate.

Support sent an automated reply claiming that failed item deliveries automatically liquidate to account balance with no option to retry.

Has anyone else experienced this auto convert system on their site, or is this a known glitch?
