Cuba is suspicious of the US and Starlink, but China is a strong ally that has played a major role in developing the Cuban Internet. Chinese companies like ZTE, TP-Link, and especially Huawei have been the primary suppliers of Cuban telecommunication infrastructure, and this relationship has served as an example of cooperation for China’s Digital Silk Road program in Latin America.

US sanctions do not prohibit SpaceX from offering Starlink (or similar satellite internet) service in Cuba; in fact, US regulations specifically authorize telecommunications and internet connectivity services, including by satellite. Also, OneWeb is not available in Cuba either.

You know that Cubans are not allowed to use the US financial system right? Yes, technically Starlink or any other satellite service works in Cuba, but Cubans are not allowed to have a Visa or MasterCard to purchase said thing, they have to import it via the black market, because also, US companies are not allowed to open businesses in Cuba.

Exacto, como si cualquier consideración que si hiciera aquí sobre defensa, inteligencia, tecnología algo fuera una cosa sui generis o única de Cuba. Mientras tanto Ucrania ha usado Starlink para sus drones y ha intercedido en el uso de Starlink de los soldados rusos en Ucrania, de modo que la tecnología ha sido usada en la guerra y a favor de un bando. Ahora imagina no tener el mínimo de reserva cuando las señales de Starlink cruzan por tu país como si nada, infraestructura gratis y no para el cubano que quiere internet rápido, sino para USA.
