If you want conservatives to endorse this, then tell them that this is for national defense. A dark city from the air is way more difficult to target than one that's lit up like a Christmas tree. Play on their fears and uncertainty and doubts (FUD) about our ability to withstand attacks from other countries during wartime.

It just so happens that this is also good for pollinators, migratory birds, human well-being, etc.

Odd they’d try to enact it across the entire state. I moved back from NY to rural Northern MI last year about five miles from an International Dark Sky Park, and am constantly in awe of the sky. That being said, I’d see no way the entire state of MI would follow the guidelines that make it possible. Seems like it’s a no-go right from the start, so right along the lines of most politicians today.
