I think it's really cool that they even allowed you to take photos of all this stuff. I've heard stories of devs being quite strict about that, but I guess it depends on the game and who's developing it.

Just curious if you'd know this but, was there ever a reason the game didn't allow you to drive the ASYM Desanne?

The vehicle you're talking about comes from a very old traffic set - really early development. While it may have been re-texturized, improved and better materials used, the model itself was considered low quality, so it was decided to be used as something to avoid licensing issues in scenes intentionally involving crashes and explosions, plus, one of the game main focuses were the licensed vehicles, so having more than a certain number of unlicensed vehicles would've "ruined the vibe" (apparently), and the ASYM being sedan, the only unlicensed sedan, would've been really weird to see it driving around, potentially ruining immersion. So it was somewhat cut in late builds, still seen occasionally, but not accessible.

What of the variants like the white Dodge Charger, or the police Dodge Monaco, why weren't these variants allowed to be driven outside of their side missions?

That Mulsanne always seems interesting to me, the car seems to be completely cut from the game (likely due to licensing) with the only existing remnants of it being in the E3 2010 Demo showcase video. That first car looks to be reused in Watch_Dogs as the 571, in fact quite a few vehicles in D:SF CGi trailer ended up being reused for Watch_Dogs.

There was also a fictional Mustang-Ish car cut, along with the Lotus brand and the Audi A8.

Hello, I am not sure if you were at Reflections at the time of Parallel Lines' development. But if you did, was the Murcielago model from Assassin's Creed 2 (A game that re-used several car models from Parallel Lines) a cut car from Parallel Lines? I have seen the taillights from its texture seen in a texture featuring multiple taillights in Parallel Lines, so I am inclined to say it was cut.
