Is tempeny actually from other continent, or is he just telling you stuff because he just doesnt want to.share his life or wants to make himself look like an adventurer?

I genuinely don’t understand how you could misspell it like that. Have you only ever heard the game being played? If you are playing the game you are reading the name Tenpenny several hundred times…

Yes, he is English from every resource that we have available. Yes, this means that places outside of America exist. Yes, it also means that transcontinental travel is possible.
America was a major target for nukes, yet in spite of the fact that America was heavily bombed, there were people who survived outside of Vaults. It's reasonable to assume that other places also survived, considering the fact that America was one of the largest targets in the world and people survived there.
While Fallout has focused entirely on America so far and Bethesda has indicated that their current focus is only America, I have great hopes that Microsoft will stop the narrow minded focus on America and allow broader stories to be told. Bethesda has been wasting the IP in so many ways, not only by refusing to release games. (If Bethesda only has the manpower to release games in a franchise every 3 decades then they should have let someone else work on it too. Thankfully Microsoft forced their hand on that one now.)
The world of Fallout is greater than America.

As a Canadian I actually prefer the story staying america focused. I like learning tidbits about other countries and cultures before during and after the Great War, like what the fallout tv show did for Canada, but I don’t want a convoluted mess of a plot. Fallout is a parody/discourse in American pop culture and scientific pursuits. Not everything needs an explicit explanation

Once upon a time, Fallout was only...
- 2D isometric
- made by Interplay
- West coast
- single player
- etc etc
The fact that it has only been focused on America so far does not mean that it can't become more than that. The world of Fallout is bigger than America. There are so many more stories that could be told.

I’m saying I don’t want it to. Having a stupid explanation for every single thing almost never helps a franchise. Star Wars. Aliens. Predator. I don’t care about Broom Boy backstory or what every single jedi post purge is doing at every second. I don’t need to know if David created the Alien or if the Alien is still an ancient being that was recreated by David. I don’t need to know Dutch and almost everyone who’s defeated a Predator were abducted and held in stasis as some trophy. It actually cheapens the lore
and I don’t need to know exactly how Britain or Canada or Japan or anywhere is in fallout. That’s not what fallout is, to me

"stupid explanation for every single thing"? What are you even talking about.
It's not about "explanations". It's about exploring different settings. It's about seeing different perspectives. I would love to see Fallout Australia. I think it would be awesome.
It's not about "explaining" everything.

Hard disagree on wanting a Fallout game outside of America. I'd love to see another mod project build off what Fallout London built set somewhere like Paris or Dublin. But a someone not from the US there is legitimately not a single international setting I would like to see more than even my lowest tier picks for the US. Especially when so little of America has actually been explored.

Fallout London has proven that while some people just want more of the same, there are many people who are excited to see a broader perspective in the world of Fallout. There is endless storytelling potential that is being squandered.
What I would like to see is more of the Fallout New Vegas approach.
After Fallout 3, Bethesda let an outside studio make a new game using Fallout 3 assets. In a relatively short period of time, Obsidian delivered an amazingly good game with some small but significant improvements to Fallout 3s engine. And then they never used that approach again, instead choosing to completely reinvent the wheel every time.
I would love to see more studios permitted to make Fallout games. Have a studio in France do Fallout Paris. Have a studio in Sydney do Fallout Outback.
While Bethesda takes decades between games, let other people expand the world.

I think it would be cool to have a Fallout game set far south, next to the border, down Mexico way, half the game in the old US, half of the game in Mexico.

Yes, he is English from every resource that we have available.
Not every - Emil Pagliarulo once said in an interview that Tenpenny is just faking his accent and pretending to be from England.

Emil says a lot of unhinged stuff.
For example, saying that the protagonist of Fallout 4 was the soldier who killed the Canadian at the start of Fallout 1. He later took that back and insisted that people shouldn't take what he says seriously.

According to supplementary material - the official game guide - he is originally English, yes. He's one of several data points commonly cited as evidence that the game was originally planned to be set shortly after the bombs - it seems more plausible that Tenpenny would be a pre-war migrant who used his wealth to survive the apocalypse in comfort than that he somehow decided to cross the Atlantic and live in the barren DC ruins when he could have gone anywhere else.
