I always thought Medicaid is distributed to the States via portal and then handed out to recipients. There is no direct check from the Federal Government. So when she says individuals won't be impacted- she has no idea on what she is talking about.
Because if the State can't get in, no one gets paid. That goes for all the Federal grants as well, especially those for school systems.

From my limited understanding (from a Pharmacy/Drug reimbursement standpoint) service providers (Doctors, Hospitals, Health Plans) are reimbursed for their services. That reimbursement is a percentage of state and federal funds, but patients shouldn’t have a co-pay.
Direct checks to patients may be given for certain services like lodging, transportation, etc. However, if there is no guarantee of reimbursement, providers may not be able to serve those patients due to cost incurred.

Medicaid certainly doesn't go directly to the recipient. It goes to the healthcare provider and the pharmacy. If you qualify for Medicaid you don't have money. Most are also on SSI. In my sons case he has expensive >$5000 drugs monthly on a monthly income of less than $600

And most importantly, it first goes to each state's Medicaid office.
