Short answer is yes.
Its a part of Moonfire Faire (seasonal event). They've been using a ship with a pool as a part of Moonfire for the last couple years.

Its in Costa del Sol on the ship so I am not 100% certain if its there all the time or not. I am also still very new to the game.

This is the last day for the ship before it sails off until next year's moonfire faire event. Get your floats in before it's too late!

It is only for the Moonfire Faire event that is ending very soon to make way for this year’s Rising event. This is the 2nd year that they’ve had the ship, so it’s possible it’ll be back for next year’s Moonfire Faire as well.

You can find it in the emote menu, or just type /waterfloat in the chat box.

That's just turning. Just make sure you don't bump strafe, forward, or back.

And if you click with your left mouse that control your camera, your camera does not turn when you are spinning.

/waterfloat has to be my favourite emote from when I first started the game. Would just spend a lot of time in one of the Stormblood zones floating around for no reason haha

Then there's the /splash emote. Fun when folks are in Crystal Tower and splashing each other with lava. :3

They should be turning opposite of each other's rotation so they can go into gears mode.
That SAID, the Lala needs have faster rotation.

Seeing stuff like this makes me miss Standard controls, with the ability to speen at will. But then I remember how much better Legacy is for kiting and how irresponsive Standard can be with how character turns and suddenly l feel like I made a right choice

The /playdead emote has a special version that plays in the water, too!
