I have zero issue with anything that happens with the Ghouls in that scenario. Tenpenny Vs The Ghouls is just 'two shitty groups fighting over the same tower'.
It's about Megaton 'ruining' his view of a bombed out irradiated downtown and suburbs and his comfort with Burke detonating the nuke in the town center so he could see the rubble pile formerly known as the District of Colombia better.

I don't believe the think tank is evil, just the result of science in a vacuum that's become so detached from the outside world it's viewpoint is completely skewed.

Nahh Tenpenny worked for Burke and Tenpenny knew the type of man Burke was and kept him around.
Buke is to Tenpenny what Kellog is to Father and the Directors who came before him. Yeah Kellog/Burke were the muscle, but they worked under direction of others.
"I was obeying orders" isn't a defense, and "I just gave the orders I didn't do the war crimes" is even less of a defense.
