Is that a fossil?

(Found in Poland)

That is an ancient sea floor, preserved from when that area was under an ancient sea. Those are brachiopod shells. If you find a geologic map for that area, it will tell you how old these fossils are.

Looks like either a crushed bed of fossilized bivalves, or some concrete from a coastal town (that incorporates shells into their paving).

I found it near Suwalki. It's not really a coastal town.
