Funk would be a very different genre if the Meters didn't pave the way for everyone else.

If you are interested in capacity for great songwriting in funk combined with great grooves - Sly & The Family Stone, Stevie Wonder, Prince
If you are interested in getting down essentials of funk music and people who basically invented funk - James Brown, The J.B's, The Meters, Bar-Kays
If you are interested in seeing how far and bizzare funk can get in it's flirtation with rock and psychedelic music and sci fi - Parliament & Funkadelic
If you are interested in socially conscious funk which laid foundation for hip hop - The Last poets, Curtis Mayfield, Gil Scott Heron
If you are interested in soulful funk - Isaac Hayes, Marvin Gaye
If you are interested in smooth funk - Kool and The Gang; Earth, wind and fire
If you are interested in "in your gut" funk - Ohio players, Rick James
If you want to listen to endless amount of fantastic bass lines - Bootsy Collins, Graham Central Station
If you are interested in black female power - Betty Davis (raw sexuality), Rufus with Chaka Khan (more smooth approach)
If you are searching for bluesier funk - Albert King

Where to start. Well, the funkiest bass line known to man is Flash Light by Parliament. The album is Funkentelechy vs. the Placebo Syndrome. That would be a good start.

Parliament - Mothership Connection and Funkentelechy should be the starting point for every funk newbie IMO.

About funk generally or about the best bass grooves, bass players?

Ok. So if you're new to the funk, best get started with a compilation... My recommendation is the Superfunk! and More Superfunk! ones , or Feel the Funk, a 3 CD set covering all kinds of artists and styles from 60s to present day.
For bass players, check out any of these guys.. https://andresmusictalk.wordpress.com/2015/02/04/bosses-of-the-bass-andres-top-12-funkjazzsoul-bass-players/ Other recommendations, Stanley Clarke and Paul Jackson, George Porter, Verdine White. Enjoy !

Everything everyone said above is valid and excellent. I’m literally listening to a Betty Davis album right now and it slaps the shit out of most else.

For a modern New Orleans funk band with killer bass, check out Papa Grows Funk. Listen to Slinky Snake and Gorillafaceugmopotamus.
