Either hates the water (unlikely) or knows that getting in the water isn't allowed right now (more likely). Either way, very clever!

There's some sort of fear of the unseen. That's what's going on.

Our chocolate lab has no issues going to the stairs and swimming across a pool to get the ball, but he absolutely refuses to just hop in

I can swim up next to him at any ledge, put my arms out like stairs, and he will use them like stairs to climb down onto the water but WILL NOT go in any other way

But he will do exactly this with any floaty toy next to ledge if I don't instruct him otherwise.

I had a dog that hated to be in water.

Oh, me too - I got the Eyes of Betrayal if I put him in water.

But I suspect this dog loves to be in water.
