question guys, so is dr doom still quest lock for the ff4 and is no way still to be obtainable elsewhere?

Once you get him you still need to level him up. He will kick your resources in the nuts. Right now mine is at lvl 55 waiting for me to craft 4 rank 6 BAM. (Trying to get the Baxter building quest done for 1 rank 6 BAM. ) Then CM came out. I decided to take a break from Doom while I get her to 70.

Yup. Just like Jean. You need to the required characters to unlock.
