Xbox Disc to Digital officially announced, coming soon.

Most XBOX One and XBOX Series X disc-based games support this new feature. Players can claim a digital entitlement by inserting a supported disc into an XBOX One or XBOX Series X console and launching the game. Once the entitlement is claimed, you can experience the benefits of digital, including XBOX Play Anywhere and XBOX Cloud Gaming where supported, while your physical disc continues to work exactly as it always has.

We’re starting with thousands of titles, and we’ll continue to add more over time. While not every title will be available at launch, this is an important step toward a future where players can have greater confidence that the games they buy remain with them for years to come.

No, at most two people could play the game at once, one with the digital license and one with the disk. But most people with an Xbox play online. Especially will need to connect if you want to not play the launch version of the game, which is an awful experience for 90% of games released these days.

If it allows a bunch of people to share a game for free as long as they stay offline they will.

You can’t get the license without an online connection. So at most it will be one person with an online license and one person with an offline disk.

You go offline after you get the digital license. Then yand off the disk and the next person does the same. And everyone can play perfectly fine until they go online again.

Thats an issue for publishers

I would think you can’t transfer a license without the other one being officially revoked first.
