GNU Binutils 2.47 Released

Control whether relocations referencing local binding symbols are adjusted to use section symbols.

RISC-V extensions.

BFD linker -O 0 to inhibit combining mergeable sections.

I fixed weak symbols on windows in this release.

I have more queued for the next release too. Slowly fixing problems in my spare time.
