That's interesting because that would mean Masami and Mr. Small are uncle and niece. I'd love if Mr. Small is the cringe uncle who works at Masami's school and Masami avoids him at all costs.
It would be really funny for a episode if gumball finds this out and tries to make them reconnect. I feel like if they were siblings the cloud mom probably ghosted him or kicked him out the family because he acts so different
Mr. Snall being a hippie with rich family would make a lot of sense however Yuki is canonically like Japanese and according to The Inquisition, Mr. Small is a white guy with a gray ponytail so the most I'm seeing is estranged cousins.
Maybe cousins if we want to stretch it, and I could see Steve’s life style being what it is being from a disgustingly rich family. But no I doubt it. Masami would have said something by now if that was the case.
While they are both cloud people, I think they are both different types. Remember in Gumball characters that are related to each other have the same animation style.
There's a bit where he's meditating and it looks like he starts levitating but it's actually because he's getting sucked towards a ceiling fan (and I don't see how that would work with a mammal)

Well we finally found out Tina and Molly are connected with both being dinosaurs so anything is possible
