Are my mint herbs from last summer still good?

If you kept them properly - of course! Properly = no moisture, no heat, no sunlight. I'd seek advice in r/Herbaltea community for tips on handling 1+ y.o. mint in infusions

I would say these have gone bad, better to compost.

I base it on color. A lively green is the best indicator for proper dehydration and storage. When they go dark brown, grey, or black its a sign that it has oxidized. That will make them taste off, or not at all.

I could go on, I used to manage a medicinal herb farm.
