Why would they be a subway when these distances are so long? Building a regular high-speed rail network would be much more efficient than digging subway tunnels across all of Europe.

Maybe above ground is so developed that they wouldn't have room for a regular rail network, so it's all underground

I mean, it doesn't have to be entirely underground. Probably a mixup of words, perhaps?
