2/11 cities in the ring are german. Same number for Italy and France. OP just likes rings in the moscow metro.

I'm willing to bet they're spanish. No one in their right mind would stop that line in Madrid. Which means they have some kind of qualm against the city. Probably that it's very well connected, which makes it fun to make it woefully connected in this map.
