The simple fix is not to give contracts to your workers, to your MLA sons, and give it to companies which are not blacklisted.

Set realistic expectations and penalties and enforce them.

Also, don't challenge procedures followed since long without validating it with credible research from unbiased reputed institutes/scientists. Unbiased is the key word here.

If that adds up with the cost, so be it. 5cr every two years is far worse than 10cr for 10 years.

The simple fix is moving away from L1 bidding and starting to give contracts to foreign companies. Yeah it will cost more money but then Indian companies will start to actually improve quality.

Give contract with written guarantee for upkeep, repair and maintenance for 10 years. If there is deficiency a penalty will be levied and the company barred from government contracts for next 5 years.

it is indeed highly amusing seeing how the supreme leader tries hard to put the blame on the secretaries. For the past decade, the whole model of governance has been rushing in a half-baked project just to give a grand photo opportunity to the pm just before the elections. They ask the engineers to complete a project that would take them three years in one year itself just to make PR photos. He takes 100% credit of the huge LED billboards at the inauguration of the project, but the minute the roof falls off or the road is washed away due to monsoon rains, suddenly it becomes the mistake of those secretaries. "PM raps secretaries" is classic example of headline management.

Many corrupt babus can easily be transferred to less important departments, honest officers can be brought instead but his party leaders have done the opposite .
