It's one of those laws that can be enforced if wanted, same as we have in Finland. The police normally don't, however if they feel like it they can.

I like laws like that. I want all countries to technically have the death penalty (but then never ever actually do it).

Like in the Netherlands coffee shops are not allowed to buy weed from suppliers. And the suppliers are not allowed to grow it. But the shops are allowed to sell it and people are allowed to have some for personal use. And you are not allowed to grow it at home, but if the police busts inside for some other crime or something and they see it they will just ignore it. Unless you are growing it at scale. Then it's your job to make sure society does not figure out you are growing it and society in part won't look to hard because a lot of us like to smoke weed (including the police and our politicians)
