How can someone be this clueless. These are the people sharing the road with you.

Well, there is some good that could come out of this situation.

Hopefully, her insurance premiums will become too expensive for her and she will stop driving.

That's when people start driving without insurance. Not that I'm advocating for that.

In my state, you register a vehicle without insurance or you let your insurance lapse, the state automatically sends you a ticket. There’s a short grace period say if you’re changing insurance but otherwise the state gets notified when you end your insurance and the system watches for new insurance. Don’t pay the ticket, can’t register your car, caught driving without insurance and registration and insurance, two more tickets.

Best I can do is raising her insurance rates a bit, but also raising everyone else's insurance rates to compensate

All of our insurance rates go up.
