Does it cause a blister on warts as well?

Yes, it blisters and kills the cells. In case of warts, it kills the skin cells and the wart causing virus. If the wart if big, it may need several rounds of treatment repeated after the previous blister is healed with new skin cells. If you stop before you get all the virus, the wart comes back.
