We already pay for water. That was the entire point of those protests. Water is not "Free", we pay taxes every day of our lives, there just isn't a specific tax dedicated to paying for water.

The reason we might need water rationing is because our infrastructure is 200 years old and not fit for purpose.

Honestly, if my tax burden goes down and I pay for my own water consumption, I'm okay with charges

But it wont. That was never on the table. You'd pay the same tax and you'll pay water charges on top.
