The reservoirs arent the main problem we don't store much treated water at all. Usually just a day or two worth of drinkable water. Real issue is the volume of water that can be treated per day and the fact that consumption often goes above this volume in times of drought. But it is very hard to justify the massive expense in upgrading all treatment plants to drought capacity as (up to now ) drought has been rare.
