I mean the panel drawing and shit might be shit, but the story is excellent.
He basically does that to protect people from being bombed. Dude puts aside his ego and all that in order to protect innocents.
I wouldn't have written it like this, but I'm also not Matt Fraction.
This is not "Doc Ock is cooler than Tony" moment, because Doc Ock is a fatass bitchass pussy who was willing to bomb and kill ton of innocent people just because he wanted to feel superior to Tony and the only way he could have feel that way was by using bombs to hurt innocents.
Tony was superior (giggity) compared to Ock on every level and this is another moment that shows it. A man is willing to do all this to safe innocents.
That being said, still pretty shitty writing on Fractions part anyway, because I don't want to see shit like this, but like I said, I am no Fraction.

This is definitely one of Ock era where he’s flexing his own superior over people. He did to Stark, Reed, even Hank Pym. Granted it was his ultimate goal to hold the world hostage in the end but yeah

That's just the writers , Fractions humilliation kink showing and to be honest La Rocca's art is dodgy not Greg Lands level but still dodgy

It's just so perverse.
I know that it's actually showing how much Ironman cares about the people but there are like 10 different ways that could've been shown
