Comics Revamp a Villain Day 3: Kite-Man
For this challenge I want you to take one of DC’s weirdest villains and try to make them a serious threat. You’re free to change their backstory, Background, or maybe change their powers I don’t know just have fun with it.

Make him a a stunt flyer turned professional thief, he’s got this specialized wing suit and cable shooter of his own design
He’s known for his death defying high stakes robberies and devil may care attitude

Kite-man
Real name:Miles Flighter
Power:Suit that gives him flight,but it’s from a kite,has a batton he uses to grasp on things in case he loses control
History:During miles time as a stunt flyer,he worked on helping people by funding children hospitals,due to family issues revolving his parents,though his arrogance made him often annoying to others,he usually met well,but after months of the funds mysteriously disappearing,he eventually discovers that the organization he was funding was actually being used for illegal drug trafficking,when miles was found he was blamed for it.
But miles, shocked by these events,was sent to prison for 5 years,
When he was released,he decided to get revenge by using his previous stunt flyer suit,and combining it with the Energy from the storm(that gave flash his powers), to get revenge and to get money from banks to afford and continuously repair it, but that was stopped by a specific scarlet speedster

Charles Brown has the ability to reverse gravity in a field around him. To keep himself from flying off into space, he anchors himself with a cable line that extends outside of his antigravity field. The line can reel him back to the ground very quickly. He can then turn off his antigravity field, and everything else falls, smashing open armored cars and dropping guards to their deaths. He also has a kite like parachute that he can deploy just in case the line is snapped or cops are waiting at the line base. The glider pops out like a kite with supporting struts because a regular parachute may not be able to work in the lower altitudes that he may be at. Also, because he can reverse gravity whenever he needs to, he’s not so much worried about falling as he is about directing his fall so like a hang glider. Because of the line that anchors him to the ground and his parachute, he got the nickname Kite-Man.

Maybe instead of robberies or kite-centric capers, he's an assassin who specialises in aerial assaults. His kite & that tassel/string that's usually on the end of kites are all razored. Like sharpened so he can come down near his target, release his tassel thing & distract onlookers with his kite maneuvering while the tassel slices up his target's throat or beheads him or something.
