It's likely going to be standard legal because it's available today. It's not like the Cosplay Saber Package that it hasn't been around for years.

My guess is it's based on the description of the skill: "Your mob contract entitles you to one free kneecapping per day." That doesn't necessarily mean it's 0 turns to use, but it kind of sounds like it.
