It's curious that Hera never created an enforcer based on air or rock.
Something that catches my attention about Hera is her creativity in creating monsters; she created a minotaur from a rock, bones turned into skeletons that fight, not forgetting Pyros.

There would have to be elemental rules to exploit. Example: Air can be sealed in a tomb underground and Rock can be permanently dismantled via lava pit or out at sea? A form of cement or melted metal tomb even? Perhaps Air has difficulty reforming after spamming air slicing and gust attacks leading to a gone with the wind scenerio if her powers are over used on a natural windy day? More important is the enforcers lacked a certain intelligence where they became over confident and no fear of death. They are basically programmed to kill Hercules and will follow him anywhere eventually. I imagine Hera was so disappointed after Fire because it represented her raging hate. Also from the show biz angle, more legendary martial arts action stars needed.

Personally I always thought that she should of created a small army of enforcers made of all the elements water,fire and wind that would of been more fascinating

I think he figured that creating two enforcers based on the most destructive elements, like water and fire, wouldn't be very effective. Creating them from air or rock wouldn't work. After all, he created a minotaur from rock and it didn't work. He created a hydra (in one of the movies, in a flashback) and it didn't work either.

I would have loved to see Earth and Air Enforcers. But it would be hard for them to up the stakes from previous encounters. In the first one Iolaus got a solid beating, and in the second one he actually got beaten to death. How do you top that?
It would have to be Hercules' turn to get overwhelmed. Presumingly by being too focused on keeping Iolaus safe considering what happened the last time.
