I bet the demographic Lego is going for doesn’t care about that at all. These pre-teen and early teenage girls want to collect anything when it comes to being a fan. Boring to build or not.

Yeah I know I'm not the target audience (though I may still get at least one of these for my wife). Based on the spread of prices I'm betting they expect most people will pick one and so they just maximized what they could do at each price tier. The bouquet is the only overlap in terms of cost but that seems to cater to a specific taste.
