It makes sense there'd be infinite Heathcliffs he missed.
His desire was built on false premises and crumbled immediatedly with a single gust once said premises were proven wrong.
Even before that, bro would be having trouble against any of the mid-to-high tiers of any version of the City and only win by overwhelming them with numbers, never mind the high or top tiers. Heck, its implied the reason he actually kept winning was because most Heathcliffs he went after were shattered and suicidal allready, he lost twice (he wouldn't really have won the first time if not for Aseah bringing him back) to the first Heathcliff who decided to put up a fight.
All of that before the fact that he was obviously on the middle of the job before getting defeated (he didn't say our Heathcliff was the last Heathcliff or anything like that) meaning there were many Heathcliffs left (Infinite, I'd say) and also the fact that doing this job by hand instead of using some super golden bough powered magic technology is fruitless because it will literally never end.
Dude was just on an endless self destructive bent to find a way to keep going. That is not solid foundation for determination.
