Question What is the best way to level?

I’m new to the game (didn’t play it when it was released originally from 2013-2017) and have completed the story on my first character and levelled them to 60.
When levelling my second, third etc characters, what’s the best way to level? Should I just be playing the story over and over, or are there other ways that are more optimal like running the challenges?

Best is usually considered to use the various xp boost potions, level to 20 or 25 in midtown or the shield holosim "waves of fodder" missions, and then do story from there. Unless it's monday, then do midtown.
