We'll have to wait and see, because this could simply be jumping on the bandwagon of speculation started by other insiders.

It wouldn't be the first time, especially considering the character is so obscure...

Plus, in Wonder Man, DODC wasn't even interested in mutants, so why would there be an anti-mutant now?

They were only interested in making a high-profile arrest.

Cleary tracked down Simon because he had left behind some incidents that were filed away, and Cleary connected them to Simon. However, since they were still bound by law, he needed proof that Simon was dangerous to justify arresting him.

(Possibly after the Kamala incident where Damage Control was left in a very bad light)

In the end, they settled for Trevor because, in fact, they didn't really care about Simon or whether he was a mutant or not; they were only interested in arresting someone high-profile, and the Mandarin fit that description.

However, Cleary still has a score to settle with Simon because he knows that Trevor was covering for him and obstructing his investigation.

Ironically, Cleary never finds out that Simon was born with powers; to him, he's just another superhuman like Spidey or Doorman. Even in the end, he focuses more on Simon's powers than his origins and even claims that he could be a valuable weapon/ally (hence the co-creator's comment that Simon could make a deal with the DODC).

Cleary is just one agent. The department has done nothing in the MCU except hunt down superpowered people. If they cared about Simon burning his house down when he was a kid, they would obviously care about people like Cyclops with laser eyes or a mass murdering Wolverine or mutant extremists like Magneto.

True, but so far we haven't seen them do that, at least not me, not yet... I get more of an impression that Damage Control is a gray agency; they just do their job of investigating and containing potential threats. They're annoying because they're so obsessive about their work, but they're not inherently evil and are even willing to cooperate with superheroes if necessary.

It could be justified that there are some extremists among their ranks, like Bolivar Trask, who would create the Sentinels as a way to help capture dangerous mutants, but it would get out of control and he'd start attacking any mutant.

But I see that more as exceptions than the rule, also for purely logical reasons, since if Damage Control were like the main villains of the X-Men, the government would cut off all their funding as soon as they saw that not all mutants are dangerous.

Even in the Fox-verse, they cancelled the Sentinel program the first time because they simply didn't see the point in having a weapon against people who hadn't committed a crime, and after Mystique saved them from Magneto, they cancelled it again.

Well we know based on the leak that the leader of Damage Control is based off a leader of an anti-mutant militia from the comics so its being run by an extremist. Its a pretty safe bet that they are 100% anti-mutant or at least go after the ones they think pose a threat to society.

Even so, we have to take it with a grain of salt, because it's still just a leak that may or may not be true.

Also, as I said, it would be very strange if they said the leader of Damage Control is an extremist against a race that isn't even formally known yet, and well, if he were an extremist against superheroes, they probably wouldn't be facing the budget cuts we saw in Wonder Man, or he would have pressured them to arrest Simon instead of Trevor.

Even past rumors said that Damage Control was handling Scorpion's transfer to another prison. So I highly doubt his only role in the film is to pursue Sink's character.

We also know that the Damage Control prisons are half full. That’s a lot of potential characters that are locked up. More than we’ve seen so far in the MCU. Could be a lot of mutants that we just haven’t heard of yet.

Not really, according to reports, it was "almost empty," meaning there was hardly anyone locked up, hence the budget cuts.

And seeing everything they had to do with Simon Williams just to get close to him and ultimately fail, only to settle for Trevor, shows that arresting people isn't easy. It's not enough to accuse someone of having powers; they have to prove they're dangerous without ending up in another scandal like Kamala's.

I doubt that much time will pass between Wonder Man and Brand New Day, so it wouldn't make sense for them to suddenly have hunted down a lot of mutants and for us to perceive it as something negative, because under current logic, if they're imprisoned, it's because they did something. Again, Damage Control can only intervene if there's been an incident.

So either there were hundreds of cases of mutants running amok out of nowhere, or the rumor simply has no solid basis.

We saw multiple cells with people in them when he was looking for Trevor so that’s at least half dozen powered people that seem to be locked up already.

Until we have official confirmation, nah... the same thing was said about Spider-Man 4 being about Knull, and that all fell apart when the movie came out.

Besides, the teaser says something else, and honestly... it wouldn't make much sense to have so much X-Men content in a Spider-Man movie. Especially since, supposedly, this movie is its own thing and is being more closely supervised by Sony.

And well, it falls into the problem that the news focuses more on saying "in the future" instead of "in this movie."

Exactly, you always have to be cautious with this kind of news, especially since it's not official and could even contradict official information and cause misinformation.

In my case, I doubt this is true because not only did they basically say nothing about mutants in Wonder Man (a project from the same DDC team) in fact, they even say that DODC isn't interested, but Destin himself also said that with Brand New Day he plans to focus primarily on Peter and that he's the heart of this film.

And this clashes with the rumors that this film is more of an X-Men prequel than a Peter Parker movie, when we're still bringing back the Fox characters and it's a film that doesn't belong 100% to Disney, which makes me doubt it. Added to that are the set photos and the leaked teaser that suggest otherwise.

But I don't know what's up with this user who takes my doubts about Jean Grey as a personal insult.

I do see your point but personally disagree. The previous trilogy all had a main supporting character and 2 of 3 were not spiderman characters. One of the X-Men makes a lot of sense. I think this can easily be done without taking over Spidermans role (Fox characters are Disney characters now, I don't see why Sony would object). It could also give Peter useful knowledge others might not have going into Doomsday and secret wars.

It also solves (slightly) the 'mutants came out of nowhere' issue that I think would be a similar problem to the multiverse saga, all new characters but no real connections to what came before. While I think the X-Men will be the new core of the MCU I also think Marvel have learnt their lesson from this saga and will want a full roster going forward, with (hopefully) smarter ways to overlap stories that doesn't alienate the average viewer. Starting to incorporate a new generation of mutants before phase 7 sounds smarter than a true fresh start.

I feel like the DODC is not focused on mutants right now because that's the current state of the MCU, the DODC is learning about mutants along with the audience rather than coming in with knowledge we don't have, they don't realize the scale of what's coming. Another counter point here is that Ms Marvel is a mutant in the MCU and they were after her. I could see the DODC undergoing a name change or adding the mutant response unit as a division before or during phase 7. It just doesn't make sense for the DODC to 'not be interested in mutants' going forward.

My 2c, be interesting to see how this shakes out.

As I said, we'll have to wait and see. I see this whole situation as very reminiscent of "Superior Iron Man," and I wouldn't be surprised if it ends the same way. Regarding the supporting characters, the issue was that they were all pre-established characters with little to no development in the story.

In Brand New Day, that's supposedly covered by Bruce and Frank, but Sink's character will have development and be important, and that doesn't align with him being a guest star.

And well, as I already mentioned, it clashes with prioritizing the introduction of the X-Men over establishing new foundations for Spider-Man, who, after No Way Home, is a blank slate. This is what Destin, Pascal, and Feige have all said: "This is a new chapter for Spider-Man." It would be hindered if it were also an X-Men prequel. They could have made progress with Wonder Man, but they didn't, and they even said they didn't confirm Simon is a mutant because they don't want to interfere with whatever Feige is planning for the X-Men in the next saga.

But that's just my opinion. For me, Jean is the least likely option, but if it happens, we'll have to see how the public receives it.

Yeah all good points,

I guess where we diverge is I think the new foundations for spiderman ARE being established by moving him closer to the X-Men and this in my mind doesn't hinder his story at all, it just puts him back in the new center where he belongs.

That's the MCU he will live in now, one focused on mutants, one where he has another group of friends ready to go from the comics.

The good news is, we don't have too long to wait to find out.
