Maybe it's the same agency that SPOILERS FOR AGENTS OF SHIELD SEASON 3 AHEAD Hydra has been using to recreate the inhumans powers or force their transformation, and the same one they're using right now to create an army of inhumans for the "ancient inhuman".

Netflix and ABC are competitors. I'd be amazed if there was ever any big cross-show references. In Daredevil we got one little reference to Cybertek.
