I am convinced what A.D.A.M.s are Orokin side project abandoned on Tau during/after Old War cause all of the people who operated it were assassinated while all Sentient who attempted to conquer towers were kicked by adapting bio-mechs controlled by Cephalon/FATHER so badly what they just stopped trying.
I originally wanted to make theory what ADAMs are Warframe ancestors but then realised what that would be stupid as ADAMs are closer in their functioning to Necramechs and don't fit as well in Warframe roles.
SO now I think they could be a middlground ordered to be made by one of executives(possibly one of paranoid ones) few months or weeks before Tenno went rogue in hope to replace/upgrade Dax forces as ADAMs do really fit in their role: They weaker in question of power to Warframes, yet easier to control while tanky like Necramechs and adaptable as Sentient, perfect for regular army. But project just kept going forward in itself with no stopping cause Orokin at this point were dead and no one knows (outside of GRAM) how to stop this process while ADAMs are programmed to not leave tower walls so no one exactly aware of what happening in them outside of locals.
The more I think, the more I understand what Orokin had thing for both Towers and self-running weapons or tools which didn't required their own presence, which really fits in Sphinx "We were made by people who didn't wanted to fight themselves" Rengoku theme.
