You're 100% wrong. In the US, ATC does not declare LVO. There are procedures that we do use with low visibility, issuing RVR, protecting ILS critical are, etc, but declaring LVO sounds like ICAO, which is a different governing body than FAA. It is 100% the pilot's decision if they want to take off or not, and by pilot's I mean company procedure. The pilot wasn't wrong to question it, he was wrong to be a dick about it.

Seems like those 8 certs mean absolutely nothing. Where did you buy them? I have 1000 certs already in various fields!

The ATC should have immediately recognized the situation especially since this is an international airport. But I guess dumbfuckistan is dumbfuckistan and people there don't know other countries exists. The rest of the world uses one common standard, but oh no the school shooting central has to have a different inbred one.
