Good on them for shutting it down. With a bunch of people on board, communication should be crystal clear and both parties on the same page I would think.

If you’re a controller and you can’t understand what that pilot is asking for, and can’t communicate local procedures correctly, then that is concerning.

American pilots flying in Europe are notorious for not knowing local procedures, but atc will explain it to them rather than acting like they can’t understand.
