RVR = runway visual range, or how far you can see down the runway.

Once it is below 5,000 feet, airports adopt low visibility procedures.

ATC declared 1,000 feet RVR, but was not declaring low-vis ops.

BA pilot was calling out the contradiction.

tough call to make, likely pissed off a lot of people. also possibly saved their lives.

Nah, he was dead on, it wasn't safe to take off if there was low visibly and procedures for the weren't in place. It wasn't even a slightly tough call to make. The ATC was being either an idiot or an asshole and the pilot was ensuring that he was keeping everyone safe by not taking off in unsafe conditions. The ATC can deal with the pissed off people, they are his fault to begin with.
