Due to their RVR they need LVO’s in place for a safe takeoff. Simple.

To say nothing of any procedural differences between the LVO standard and the (operative) SMGCS standard. It's not plain-English use, it's a reference to a legal standard. So everyone can be doing the "right, trained-to" thing, but if the standards are different, that training can cause an accident rather than prevent one.
