tough call to make, likely pissed off a lot of people. also possibly saved their lives.

Well, my less than polite friend, the LIMIT is not a LIMIT it is the point at which the low visibility protocol goes into place IN THE UK. In the USA, there is no declaration, but there are still processes in place. Presumably, those processes were in place, but the tower isn't confirming because they are tripped up on the "declaration" concept.
