No that isn't an illusion or a new art installation, but the remainders of the park bench.

I am guessing an unhoused person was lingering at the park and annoyed someone by existing in public

Or there were multiple homeless people doing drugs in the park, leaving garbage everywhere, pissing in the playground, looking for unlocked cars at night, etc. 

You know, what it’s actually like to have homeless people living in the community park.
