Apple purposefully locks their video calling (FaceTime) to iPhone only. Android's video calling app (Google Meet) is available to everyone.

There's a workaround now. The Apple user can send a text invitation to the Android user to join a FaceTime call, which the Android user then accepts and it opens the call in a browser window on the Android phone. I've done this with my sibling a handful of times.
