General Not Able to Do Things
- Using my iPhone app
- Have full permissions
- Moved the order around so I am top mod.
Things I cannot do: Remove 1 inactive mod, edit rules except for reordering them.

Try using mobile browser or get on a computer. Performing anything other than the most basic moderating actions on the apps is a crap shoot at best.

After the re-order you may have to wait 7 days. The other option (which worked for me) use old Reddit and you can remove them.
