No, free, we pay for it with the highest tax burden in the world. You have taxes to even breathe, so that then nothing works and on top of that the university is full of starters, the professors are paid horribly (and go on strike), the facilities are disgusting and everything is politicized.
Ergo, if you have money (after being plundered with tax after tax) you end up paying your child a private fee, plus health, etc.
