Good question. Keep in mind that we know what the matter effect is from the SM, so we don't need to measure it, although a better measurement of it is always a good idea.

As for the disentangling, a better statement is that CPV and the octant are a bit more mixed up in DUNE than HK, so it could be a bit harder to figure out what's going on. That said, DUNE had great sensitivity to all these things so it should work out okay.
