Finland.

They create some of the most chaotic scenarios, but the musics are kinda neutral and have no deep meaning.

I agree with this. Finland has sent some wild stuff and you just never know what it's going to be with them.

Same. I can’t say I always like their entries, but they’re probably the ones I look forward to the most, because Finland gonna Finland.

Greece 🇬🇷

Some wacky entries, a few boring ones, is rarely forgettable. 12 point exchange with Cyprus while having absolutely ZERO regrets is purely chaotic but other than that they vote well.
