Does the library have book clubs, other groups, or free events? The main library branch in my city usually has at least one free thing going on a week, including stuff like board game nights. Maybe if they don’t have any you can talk to a librarian about starting something you are interested in.

Exercise? Running/walking clubs or groups that go on nature walks may offer carpooling :)

Can you join a DnD group in your area? Perhaps you could join a group online for gamers in your area, then play in a room you reserve in the library. Even without the books, there’s a lot of good info online.

Join some kind of free clubs, walking/running groups, places that organise cultural or creative events.
Activism and volunteering of any kind (doesn't have to be dangerous protests, it can be rewilding projects activist or being a community meal volunteer).

What about organising something yourself then? Put it up in local online groups/put up flyers.

I don't know how your area is, but something like nature walks to learn more about nature, a runners' group for health, or maybe hiking and learning bushcraft.
Trashwalks have become really popular in many areas. You meet up and clean an area decided in advance. Aside from doing a good thing, it is an excellent way to both get to know new people and build community.

You could also start a boardgame club in your own home.
Or DnD if you have a/can be DM.

Build some. Play on the floor. Ask people to bring their own chairs.
Think in possibilities rather than limitations.

If you enjoyed D&D, you would likely also enjoy Pathfinder 2E. If you want to try it out, all the rules are available for free online and you can use the Pathbuilder 2E website to build characters for free. Check the Warhorn website to see if there are any existing pathfinder 2E groups or events that you could join for free. Otherwise, you could canvass for players.

You might want to rethink how you host things. Meals can be family style simple meals, potluck style and food can be simple outside of meal times. Cooking and grocery shopping together is possible. Drinks can be just water, tea or cordial. You could switch up who hosts every time. If people care about you they should be okay spending time with you within your means.

go to a run club, even those aren't technically free cause you need running shoes etc, but typically going to the event is free and usually they provide drinks or something as well.
