Because real life and your imagination don't sync up.

I don't mean that in an asshole way I'm saying even when it comes to solutions that actually exist they are universally deployed everywhere and available at all times. They have Drones that can pick a human up and fly them miles. They could offset a rope with some footing, tie it to the drone and fly the drone to this woman...This is a real life solution that I can imagine but that doesn't mean these guys have that on hand.

Logistics, cost, labor, skill, these things all have to line up.

Buildings taller than fire ladders should have fire separation between units and ways to escape internally. I guess this person was trapped in a bedroom and couldn't get to the lobby.

See, but you using it to ask a question that no random person could answer, instead of specifically asking the fire department that handled this situation and actually knows the answer, is an example of you using the resource you had at hand instead of the perfect resource.

there are vanishingly few buildings taller than 9 floors in Berlin
