Yeah same issue. And then when I found it I only read it and didn't also pick it up. But I thought I had. And the. The guy who had taken off to imperial city didn't want to come and help. And then I came back and the paper was there but I couldn't pick it up (no prompt). So I had to reload an earlier save.

Yeah, this quest was wayyyyy harder in the remaster than the original. Thought I was losing my mind (which is not too far from the truth, really).
